At business aviation services company Baldwin Aviation in Hilton Head, SC., CEO Don Baldwin claimed that from his experience working with small operators, formalized training programs are largely nonexistent. “Many choose to do an annual ground school and recurrent, which is driven by insurance and the regulatory requirement,” he said. “The insurance companies are requiring only one training event per year involving simulator and ground school.”

Baldwin and his staff also note a dearth of standards manuals among smaller operators, with the consequent result that without a defined program, minimal training is the norm. “Our position has been to work with smaller flight departments to establish a training program. One of the reasons is that there is often not sufficient time to train twice a year, which is considered an industry best practice, and then, only once a year is required by the FAA under FAR Part 61. I know we can do better as an industry.”
